Cyber Crime

The Cyber Crime Division was established in 2000 to investigate the sexual exploitation of children online and to assist Mississippi's law enforcement agencies in the criminal use of technology. It manages the State’s Internet Crimes Against Children (ICAC) Task Force and the Mississippi Cyber Fraud Task Force (MS CFTF), a partnership with the United States Secret Service.

The Cyber Crime Division conducts investigations and studies trends in digital crimes to help Mississippi better prepare for the future. The Division also assists other agencies with the execution of search warrants, digital forensics, intelligence sharing, and equipment and training. Cyber Crime investigators also represent the agency in task force roles for the U.S. Secret Service and the Federal Bureau of Investigation and are certified to work with U.S. Immigration and Customs Enforcement (ICE).

The Attorney General’s Office is always looking to expand partnerships with state, local, and tribal law enforcement agencies. Internet Crimes Against Children Task Force

The Attorney General's Office is the host agency for the State's Internet Crimes Against Children (ICAC) Task Force, comprised of nearly 90 law enforcement agencies and 145 law enforcement personnel from across the state to address threats to Mississippi's children. Its operational capacities include on-site technical assistance for law enforcement across the state, forensic examination and analysis of digital evidence, and expert testimony in criminal proceedings. The Task Force also serves as a central training entity, establishing investigative standards and best practices in ICAC-related investigations. The ICAC Task Force coordinates proactively and reactively with state, local, and federal law enforcement agencies to identify child predators, conduct investigations, execute search warrants, and assist in criminal prosecutions.

The National Center for Missing and Exploited Children (NCMEC) operates this hotline 24 hours a day, 7 days a week, and all tips are forwarded to the Mississippi Attorney General’s Office for investigation. Reports can also be submitted online at www.cybertipline.org.

If you know of a minor who has reason to fear that sexually explicit images of them exist online, please visit www.takeitdown.ncmec.org. This free service, operated by NCMEC, can help remove or stop the online sharing of sexually explicit imagery of children.

The Attorney General’s Office has created additional materials to help parents, teachers, and students navigate the internet safely. NCMEC offers free resources for parents, teachers, and students, as well, through Netsmartz.

The Mississippi Sex Offender Registry is a public website, run by the Mississippi Department of Public Safety, and includes the registered addresses for offenders convicted of certain crimes.

Cyber Fraud Task Force

Attorney General Fitch stood up the Mississippi Cyber Fraud Task Force (MS CFTF) as a partnership with the U.S. Secret Service in 2021, making it one of more than 40 domestic and international Cyber Fraud Task Force locations.  The mission of the MS CFTF, which is comprised of 50 local, state, and federal partners, is to prevent, detect, and mitigate complex cyber-enabled crimes, with the goal of arresting and convicting the most dangerous perpetrators.  In 2024, the Task Force recovered more than $2.5 million for Mississippians.

By partnering with the MS CFTF, representatives from partner agencies may be nominated by the U.S. Secret Service to attend training courses through the National Computer Forensics Institute (NCFI) in Hoover, Alabama. The NCFI offers innovative and state-of-the-art training in cyber and electronic crime forensics, educating attendees in the continually evolving cyber and electronic crime related threats and training and equipping them with the tools necessary to combat those crimes. Training classes include Mobile Device Examiner, Drone Analysis and Forensics, Digital Evidence Investigations, Social Networking Investigations, Network Intrusion Response Program, Skimmer Forensics Course, Digital Video Recorders, Vehicle Forensics Course, and Basic Computer Evidence Recovery Training. Shawn Wolfe, Director

 

 

Shawn Wolfe comes to the Attorney General’s Office after more than two decades with the United States Secret Service.  In his last position as Resident Agent in Charge of the Jackson office, Wolfe oversaw all budgetary, investigative and protective operations. Wolfe partnered with the Mississippi Attorney General’s Office to establish the Mississippi Cyber Fraud Task Force in April 2021.

Between 2005-2009, Wolfe served in the Presidential Protective Division.  In 2010, Mr. Wolfe was selected for a congressional fellowship on the House Homeland Security Appropriations Subcommittee.  In 2011, Wolfe returned to the investigative field where he investigated financial crimes and protective interest threats.  In 2016, he was promoted to Assistant Special Agent in Charge of the Congressional Affairs Division.  Wolfe received both a Bachelor of Science and a Master of Science from Florida State University in Criminology.  Prior to the Secret Service, Wolfe served nearly three years with the United States Border Patrol in Laredo, Texas.
